In 1956, Pastor Zhou Zhupei, Brother Cai Xihui and Ms. Cai Silian and his wife met with the "Queen of the Darkroom" Ms. Cai Sujuan in Paradise Town, Pennsylvania. Pastor Zhou and Brother Cai established the Christian Messengers Association on May 6, 1963. In 1983, Pastor David Chow became the General Director. In December of the same year, the first Chinese Missionary Conference was held in Washington, DC. Thereafter the conference was held every three years.
